Yeah, most of the chassis dyno's are that way. Most people use DynoJet's which have heavy drums like you are talking about.

Though some tuners use a dyno called "Mustang Dyno". It uses an Eddy Current Motor that increases drag to the rollers. Its better at simulating real world conditions, as opposed to the Dynojet-where once you get the get the rollers spinning, it gets increasingly easier to speed them up.
