Here is a trick some of the guys at work use. We have to extract broken stainless steel manifold bolts all the time, extractors break off pretty regularly, I like using bur bits but other guys will heat the broken extractor with a torche then give it a quick blast of air. You have to be careful but it will make the extractor very brittle and you can shatter it with a punch and take it out in pieces.
