I deal on ebay a lot and know the ropes. If I were you I would open a dispute through paypal, say goods not received, what this will do is paypal will then put a hold on that money, either they will take it from his paypal balance, or take it straight from the Bank account he has linked with paypal, either way they will take the money and freeze it and hold on to it unti,l I betcha he will then get in touch with you over this, you can always close the dispute if the tires show up, and they will return the money toi him, but I would get that ball rolling if I were you, it will also let him know your not playing games.
