There are no rev limiters on 2 strokes...
How far they rev...just like where and how much power and torque they make is decided by several factors, including...but not limited to:

Porting
Exhaust
Intakes
Ignition Timing
Rotating Mass

My guess is mid 9K RPM...but probably stops making good power around 8 to 8500 RPMs. Dirt bikes are not dragsters, they need nice, linear power spread across a wide RPM range.

That's pretty much why the 4 pokes rule...they have that kind of power!
