Default Rev Limiter for blasters?

When I bought my Blaster the guy got it all setup for racing. It has very low compression (around 80 psi) and he said he disconnected the rev limiter. I need to bore out and put in a new piston, and do not want to blow the engine being I am not going to be racing that competitively.

He pointed out 2 white connectors, one of which being this one above the carb:



And said if I replug them back in I will have a rev limiter again and wont have to wrory about overrevving and blowing the engine.

This has the tors out, Motion pro twist, and idle kit.

Is this true? How can I stay on the safe side?
