Default Project Gone Wild! HELP! Recommendations?

Okay, so right as I have come to the conclusion of my build I have run into problem after problem. I am a prime example of the phrase what can go wrong WILL go wrong. I bought the frame/motor together because I figured I would not have to touch the motor, at least for this riding season. Anyway, to make a long story short, I got down to only needing plastic and took the bike for a ride. 1st and 2nd ran like crap and there on up wasn't bad. By the way the top end is a Paul Turner National. Soooo......I called Duncan Racing seeking advice on the jetting. Now come to find out it still has the stock carb on it and they call for a 36mm PJ for that porting. After a long while talking to the gentleman, he recommended checking my compression. I bought a compression test kit and tested it......164. He said the motor is supposed to run at 210-225. He also said it had to be run on race gas and the previous owner claimed it didn't.

So tonight I tore the top end down and it is clearly visible that the piston is thrashed and the rings are shot (the entire cylinder was coated in gas). Then I noticed that there is a small amount of basically super fine rust. The guy from Duncan Racing told me he figured this was the case because the motor sat for years before I purchased it. My problem is that I took a peak at the crank and it is the basically covered in that surface, untextured rust. What are the recommendations on that? Is it okay to run or do I need to do a complete tear down now?

I am so sick of this project at this point. I just want to ride the damn thing haha.

But anyway, the point of this post was to ask about the rust on the crank and also ANY other recommendations. What are opinions on carbs? What compression does everyone else run with similar setups? What is the BEST reed setup? I have it this far I am going to make sure the motor is perfect before putting it back together. I ultimately expect a powervalve jug come the winter so what could I make for preparations now that would also be improvements on the parts for this Paul Turner top end?
