Usually when your boring [also making the cylinder larger] the cylinder you are just cleaning it up from all the burs, scuffs and all the crap, so when you bore it over the piston in the next bore range fits better and gives you more compression, also at the same time gives you more reliability. Hopefully i did a good job explaining that...prolly not Boring [making the inside of the carb larger] carbs is the same concept only in that case you are just trying to get more fuel into the cylinder.
