I looked around on Snap-on's website and could not find a tool to test pressure in a brake system. I guess I should have asked how you were doing your bleeding? You should pump your break till it gets hard if it does not get hard do it for 10-15 pumps. Then pull the brake to the in and this is where you will need someone to help you. You need to open the bleeder valve on the caliper it should release pressure hopefully air and some fluid. Then tighten up the valve and pump again. Repeat all the steps till just fluid is coming out. Also make sure that you have enough fluid in your resevoir. Hope this helps. If bleeding it does not work you will have to do a rebuild on the caliper and the master cylinder. Also replace the brake like a set of steel braided lines is always nice.
