Default Blaster Carb Problem

I was taking apart my blaster getting ready for the new parts and ran into a problem. I cant get the carb out. I dont know that much about engines, but I know enough to break one down. I cant get the the thing on top of the carb off that controls the idle and holds the throttle cable.
