shit like that happens around here all the time -- all of the impound yards are privately owned and services are contracted out to the city, county, ect, SO naturally noone is responsible for your tunes when your rig gets impounded, or worse, your shee will have NO aftermarket bolt-ons by the time you get it back AND YOU SHOULD BE HAPPY THAT IT STILL ROLLS -- that is -- if they couldn't find a 14mm socket to jack your wheels and tires, too.
Honestly, I'll guess that 20-50 quads disappear each year AND THAT'S JUST FROM THE IMPOUND YARDS AND ONLY IN ONE COUNTY
I live just outside a town of 15000 people and thats the biggest town within 75 miles -- not a very big place -- theres around 750-1000 quads a year reported stolen just in this county
