Where the heck is there flattracking in NWIN

All i want to know is where the heck is there flattracking in the midwest. . .
Crown Point speedway turned the quad racing into a sideshow. . .
the racers are in the center of the 3/8 mile track on a bunk TT course. . .

owners seem to get spooked by unsanctioned racers.
what does it mean if you are a sanctioned racer and how do you become one?
