The valve body is made up of steel, might of had water in the lines, they could be rusted. Just get a new valve and bleed the entire system.

Like I said before....If you have the rear bleeders closed , pump the petal 6 to 12 times then press down on the petal hard with the bleeders closed. It should reset the proportioning valve. While holding the petal down, and have someone crack the rear bleeder. You will have to do this quite a few times before you will get fluid out of the rear wheel cylinders!

If you have no results with this, get a new proportioning valve and start the process over.
