PWK Choke Help

Hey peeps...

Just got an 39mm PWK Keihin from flea-bay. I was just playing with it in the box, its not installed or anything. The choke has like a spring to it and when I pull the choke up it springs down closed. Cant get it to stay open, why is this?

The springs too stiff, or choke's worn out.I would replace it
