No, turbo's are lubricated from the engine oil of the car, air/fuel mixture never goes through a turbo (unless its some wierd ass draw-threw system (RARE)).

Im sure he does it because the RX-7 is a rotary engine and needs a little extra help in the lubrication department.

Basically what Sniperd said. The rotary engine requires a little bit of oil to be injected into the engine, to lubricate the apex seals. On later model RX-7s, this is done with an electronically-controlled oil metering pump. The stock ECU controls this pump. I ditched the stock ECU in favor of a Haltech aftermarket programmable ECU, and this can't control the OMP. So now I have to premix every time I fill up. Makes for some funny conversations at the pump.
