There should be some type of timing marks on all of the parts. Either lines or dots that need to line up with lines or dots on the cases. Your best bet is to get a manual.

Well ty verry much for the guess, but what im looking for is someone that knows what there talking about. i went and bought the manual. Its only says what the honda slides say, the atac stuff is not ever showing. it show a hole where my peice goes, but it only sells the gaskette that blocks the hole. its like this part is a missimg link? amyone (else) know how it works?

its not really a power valve, its a little bottle that hang from the exhaust port, which when goosed it opens to allow more air flow, or causes a vortex or sumthing that makes it cooler? thnx for the reply

if it has just an exhuast chamber like youve described, the bottle or chamber should be open at low rpms improving low rpm performance by making a larger volume in the exhuast system,at high rpms it will be closed becuase at high rpm you want less volume in the exhuast system. maybe at high rpms the pressure in the pipe closes off the bottle?? i dont really know much about this particular valve but at least that might help you understand it a little better.
