Default Forks too stiff ??????

My friend has a 2001 CR250, he sent his forks in to get new seals put it, now they are way too stiff.

Could he have put too much oil in, I think he put 320ml in. He has no manual, anyone know how much he should be putting in?

Also any other ideas why they are too stiff?

Not sure but it is probably a gas/oil fork so you could put a meter on the top of the shock and see what the pressure is in the shock. You can always release a little bit of the gas out of the shock. But I would try to contact a dealer to see what the presure should be.
