Need help with tweeked Handlebars

I have a 1999 CR250R. I have a problem with the rubber mounted handlebars...they are always moving around on me...does anyone know the proper torque for the nuts that hold the handlebar mounts (in the rubber cushions)?

Dude, get rid of those cheap ass shitty rubber cones. They sell polyurothane cones that stop the movement. Tightening them till the bolts snap won't work.
