95 cr125 cylinder help

i dont know much about them but im thinking of buying one. the drain plug fell out and it over heated and now it has bad compression. so its going to need new piston and rgins and a rebore. my question is i hear they have a coating? but the guy said he had the cylinder resleeved befor. so does that mean if i bore it out i do not need to have it coated and i can just go 20 over? pop in a new piston and rgins?
