Default 84 250r running bad

Ok here goes I have an 84 250r that I just picked up. The motor is supposed to be fresh from a complete top to bottom rebuild. I have had the head off and the crosshatch is fresh and everything is clean with no carbon build up. The cylinder is .80 over and it checks out good on both a standard compression test and a Leakdown test so perhaps the motor is indeed fresh. The carb was dirty so I took it out and cleaned it (Dipped overnight, All holes reamed with rifle brush bristles, blown out with compressed air.)
FMF adjustable reeds and Dg pipe (Yeah I know) K&N Air filter. This thing is running like crap. Motor loads up at low speed wont rev clean. Once the motor catches up with it self it takes off like a rocket. Mix is 40 to 1 semi synthetic Lucas racing oil. I think that the reeds might be shot I flipped them in the reed cage and it runs better but still builds revs slow and bogs under load. Any thoughts or suggestions I am not that experienced with two strokes thanks in advance.

Well it sounds like a carb issues to me could be your pilot jet is to big. I would try going down one size. Have you checked your plug? Does it look wet what color is the plug? Not sure usually people have issues with there top end bogging. But your pilot is what controls your idle to 1/4 throttle which is what you are describing.

The plug is wet and black. This means rich correct? What range of jets should I buy? Needle position? Up rich down lean? Thank you in advance for your help.
