You don't need the washers on the stock head. The manual says 18.8 - 21.7 lb ft.

You said that you have new studs. If you upgraded to the 10MM studs, you can torque to 28ft/lbs. More torque means less likely to blow gaskets.

I would go 25 ft lbs, thats safe enough for me, and I dont know if you have it or not but Cometic Gasket will make you a copper base gasket, I had them do it for me because I kept blowing them out right under the exhaust, this fixed my problem for good, and they are reusable. As far as washers go on the head, if you are useing A-corn nuts then maybe a washer might be needed for clearance, but if you are useing regular nuts then you might not have to.

In my experience the manual always gives too low torque specs. Everytime I go by the book I end up torquing them down tighter to stop leaks. Has anybody had this problem?

Yes I have, thats why I like to torque 25 instead of the manuals 21 on the base and head bolts.
