gogo, you are not completely correct, electric engines make the most torque at low rpm.
Power is formulated from torque, HP = T*RPM/5252

The EV1, the GM electric car normal wasn't a fast car. GM took one and unrestricted the engine and battery, The car went 180mph.
There is electric drag cars runnin in the low 8s

Is it a 200hp engine or a 200hp motor? Engine = internal combustion.

it seems like a good concept but what happens if you run out of battery power? Its not like gas where you just pour it in and your all set to go again. As the battery dies while riding wouldnt the bike get slower and slower?

It depends of the design. Some will let you go WOT all the time till it dies then some well get slower as the battery dies so it drains less battery.
