I know the guy that owns that Z06 Vette. It was built at a LS1 specialty shop here in Houston called HPE. Its a 434 stroker (sleeved LS6 block IIRC), basically the stock 346ci block sleeved and stroked. Anyhow, the video was taken at another LS1 specialty shop here in town called Geforce motorsports. Apparently Geforce bet HPE that the car wouldnt make over 550 rear wheel hp. If it did, the owner would get free dyno pulls for life at their shop. On that pull, the car put down 562 rwhp (which is actually closer to 650 crank HP after factoring drivetrain loss) ETA: does anyone know why the search function will not work for me?

Has anyone ever seen an inertia dyno? I worked for a shop in missouri called bamber's racing for a while where they build mostly tractor pull stuff. Boss man's personal toy was a 600+ cube alky fed 8-71 crammed monster. I personally saw this mill dynoed at 2340 and change on a humid 78 degree day the dyno, however is just a 2500 lb flywheel with a sensor on it wich is hooked to a computer, ect. YOU OUGHTTA SEE THIS THING IN ACTION IT ALMOST JUMPS OFF THE GROUNG WITH 2000 PONIES RUNNIN THROUGH IT!!!!!

Yeah, most of the chassis dyno's are that way. Most people use DynoJet's which have heavy drums like you are talking about. Though some tuners use a dyno called "Mustang Dyno". It uses an Eddy Current Motor that increases drag to the rollers. Its better at simulating real world conditions, as opposed to the Dynojet-where once you get the get the rollers spinning, it gets increasingly easier to speed them up.
