You don't need a specific tool but it can make it easier.

An impact wrench works great.

I used old steel clutch plates, bent them, and held them with a vise grip. It sucked to torque to spec but it worked. Also wedged a soft washer in the gears so they wouldn't turn. If you know how to weld weld some steel clutch plates together and then weld on handle.
