front wheel bearing

my front wheel bearing is makin a clickin noise and it looks like the bearing by the nut is spinnin inside of the rubber gasket type peice. the bearing and seals are new. is it a big deal or do i need to change it even though its new it does not move just clicks. any ideas

Bearings shouldn't be clicking at all, should get a smooth roll.. It's a cheap fix, get a new one!
