lean the needle clip one notch ...thats toward the blunt end one setting

the needle is critcial... it can make or break the overall performance o na banshee

And get rid of the boost bottle and reed spacers. They are one more place to cause a leak...you don't need either.

What kind of oil and @ what ratio? What is your compression at? I know it's a fresh bore, doesn't matter. What is the compression at? What is the squish at?
Did it have low end before the rebuild?

Do you have an air box? Air lid? 2.5 turns out on the air screws is at the limit of it's adjustable range. Normally, that would mean smaller pilot. But unless you're at 5000 ft or above, stock pilot should be fine....unless it's changed. Stock is 25...BTW.
Reed cages richen the mid range. Sometimes you have to lean on the needle....not always.
