Yes it comes out.
Pull the pin on the float leveler and the fuel inlet needle comes out.
Clean the needle and the seat (hole it sits in).

ok i got my carb in front of me and how does the float come out, there is a pin that holds it in and it is in pretty tight, is it supose to come out?

On my carb, after you take the bowl off the floats just slide off. There is nothing holding the floats from sliding off.

the pin that holdes it in is the one that it moves on, take something smaller than it is like a nail os something and push it out, might need a small taping from a hammer or a screwdriver to get it to move.

ok so i cleaned the carb like mad crazy and took every single part off and at the moment i cant find that little staple looking thing that goes were the floats are and i believe hold it from hanging down to much.. my question is if i can't find it is that spall piece neccesary?

yes VERY

if you have to grab a cheap rebuild kit and just replace all the crap that it comes with I picked mine up for I think $15-20 and it had that whole little valve/clip or w/e it is... also had a new slide needle that everyone else was trying to charge me $40 alone for it haha...
