| Did you take the entire clutch apart including the basket's inner and outer? There is a gear that meshes between the kickstarter and outer hub. If it's not there or is slipped it will cause the condition your talking about. I would recheck that area. About there being nothing there when you pull the lever could also be due to that gear not being aligned right. This is where I would start.
